We are seeking a detail-oriented and experienced Payroll Manager to join our team. The ideal candidate will have ADP payroll experience and be proficient in timekeeping systems, preferably Unanet. This role requires experience in government contracting, ensuring compliance with federal, state, and local payroll regulations. This is a hybrid role requiring an in-office presence ideally 3 days a week.

Key Responsibilities:

  • Process multi-state payroll on a semi-monthly basis for salaried exempt, salaried non-exempt, and hourly employees
  • Manage wage calculations and posting of PTO accruals, straight-time/OT hours, military leave reconciliation, hazard pay uplift, and comp time
  • Ensure accurate and timely payroll processing in compliance with federal, state, and local laws, as well as government contracting regulations
  • Maintain up-to-date knowledge of state-specific payroll laws, wage and hour regulations, and tax requirements, ensuring accurate application across all employee populations
  • Review and verify timekeeping records from Unanet (preferred) or other time tracking systems
  • Must have hands-on experience with ADP Workforce Now, including payroll processing, tax filing, and configuration of pay groups and company codes
  • Must have experience with integration of acquired companies into ADP WFN. Candidate will support payroll system transitions, including migrating from legacy systems to ADP and setting up new company codes and states
  • Understand and manage benefit deduction codes and goal limits, ensuring accurate processing and reconciliation with HR and Finance
  • Collaborate with HR and Finance to process new hires, terminations, employee changes, garnishments, and benefit deductions
  • Reconcile payroll and benefit data with Finance, ensuring accurate reporting and resolving discrepancies
  • Maintain detailed payroll records and support audits, including DCAA and government contractor-specific audits
  • Assist with year-end processes including W-2s, 941s, and 1099s, and ensure all quarterly/annual filings are accurate and timely
  • Set up and manage state income tax and SUI registrations, ensuring compliance with all filing requirements and deadlines
  • Handle workers’ compensation reporting and ensure compliance with applicable regulations
  • Respond to employee inquiries and provide guidance on payroll processes, pay statements, and benefit deductions
  • Stay current on payroll legislation, compliance standards, and government contracting guidelines
  • Perform additional duties as needed

Qualifications:

  • US Citizen
  • Proven experience as a Payroll professional, in a government contracting environment.
  • 8+ years hand-on of experience in payroll processing, preferably in ADP WFN.
  • Experience with multi-state payroll processing.
  • Familiarity with benefits administration and payroll tax reporting.
  • Experience working with timekeeping systems Unanet preferred, or Deltek.
  • Strong understanding of payroll processes, laws, and government contracting requirements.
  • Experience handling payroll compliance including quarterly and annual filings and withholdings. Excellent attention to detail and accuracy.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
  • Strong organizational and time-management skills.
  • Ability to handle sensitive and confidential information with discretion.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.

Preferred Qualifications:

  • Knowledge of DCAA (Defense Contract Audit Agency) compliance related to payroll.
  • Working knowledge of accounting concepts and FAR.
